The goals of the VR-OIB Program are to maximize the leadership, empowerment, independence, and productivity of people 55 years of age or older who are blind or visually impaired and to ensure their integration and full inclusion in society. The federal legislation that enables and governs the VR-OIB program embodies these basic principles.
